Absolutely bombed my rankings. This was meant to be a simple development of base links, I didn't realize the seller was going to do 80% exact match keywords on my 6 main keyword pages with all 230+ links! Absolutely did what you think it would do and those exact pages for those terms triggered negative algorithmic effects to the rankings. On top of that, the seller misspelled the client's name throughout the entire order, example they would write "Allstate" as "All State". With so many errors I had one of my guys go through and manually update each of the 230+ developed properties. After two months of work and adjustments of the SEO, we finally were able to fix some of the SEO rankings, although very volatile. Their claim is this is White Hat and could have no possible effect, hopefully, we all know this is BS or you're lying to yourself. I did reach out several times for them to delete what they developed, they never followed up after several contacts. For a brand new site, I absolutely believe this will move the needle. But for a site with developed rankings in a competitive area, especially local, you can get hit. Would not recommend, there are other link packages that are less risky and have a developed service team able to handle simple request.
